Akio Toyoda Will Skip Testifying Before U.S. Congress


Jakarta Forum - Bloomberg, Toyota Motor Corp. President Akio Toyoda plans to skip testifying before the U.S. Congress about the company’s recalls, potentially heightening criticism of his handling of the carmaker’s crisis.
Toyoda, who will to travel to the U.S., hasn’t decided on his schedule for the visit, he told reporters in Tokyo today. Yoshimi Inaba, the company’s North America president, will attend the hearings in Washington D.C. later this month. Toyoda said he may consider attending if he is asked by Congress.
Toyoda, the 53-year-old grandson of the company’s founder, is struggling to repair the company’s image after recalling nearly 8 million vehicles. The company will put a brake override system on all future models and will fix the braking systems on as many as 80 percent of its best-selling Prius hybrid cars by the end of this month.
“It’s a questionable decision for Toyoda to avoid the hearings,” said Tatsuya Mizuno, director of Mizuno Credit Advisory in Tokyo. “His absence will likely have more of a negative effect on the company’s image than if he were to go.”
Toyoda was invited to a Feb. 24 hearing into the automaker’s handling of recalls by Representative Darrell Issa of California, the senior Republican on the House Oversight and Government Reform panel.

‘Won’t Settle’

“Unless Toyoda appears at the Congress, things won’t settle,” said Koji Endo, managing director at Advanced Research Japan Co., a Tokyo-based equity research firm. “Some lawmakers are requesting Toyoda’s appearance, so if he turns this down he will face criticism in the U.S.”
The U.S. is traditionally the automaker’s most profitable market. Toyota, which has lost over $31 billion in market value since a Jan. 21 accelerator-pedal recall, placed advertisements in Japanese newspapers today apologizing and promising to complete repairs as soon as possible.
“I haven’t been trying to hide from the press,” said Toyoda. “I’m sorry that my late appearance made the situation worse.”
The automaker set up a global quality committee, headed by Toyoda, and will appoint a chief quality officer at each of the company’s regions, Toyoda said. The new committee will have its first meeting on March 30, he said. The company will also appoint a third party to test its electronic throttle system.

‘Major Weakness’

Toyota’s slow reaction to the crisis shows “a major weakness,” Anil Valsan, global director of automotive research at Frost & Sullivan in London, said in a Bloomberg Television interview.
Toyota was unchanged at 3,380 yen at the close of trading in Tokyo. The stock has declined 19 percent since Jan. 21. While Toyota stock may decline further, most of the company’s woes are “already factored in” to the share price, Valsan said.
Toyota said yesterday it plans to provide all the information requested by the U.S. National Highway Traffic Safety Administration, after the agency urged the company to provide documents showing whether recalls were carried out in a “timely manner” as required by law.

Falling Sales

Toyota said U.S. January sales slid 16 percent as a recall put some of its most-popular models off limits, while General Motors Co. and Ford Motor Co. reported increases that beat analysts’ estimates. The company said yesterday it’s cutting production at two U.S. factories to avoid a buildup of unsold cars.
The carmaker faces at least 49 lawsuits filed on behalf of customers in the U.S. and Canada seeking a range of damages in sudden-acceleration cases. It also faces at least 13 lawsuits brought by individuals claiming deaths or injuries.
The world’s largest carmaker has called back almost 8 million vehicles on five continents and 437,000 hybrids including the Prius, the top-selling vehicle in Japan. Toyoda’s first press conference came on Feb. 5 and he met the press again on Feb. 9 to announce fixes to the Prius.
“I think the company’s sales expanded faster than we were able to train personnel,” Toyoda said.
Toyota earlier this month said it plans to sell 7.18 million vehicles globally for the year ending in March, down 5 percent from a year ago.

‘Proper Report’

Toyoda must provide a “proper report” on the recalls in the U.S. to avoid damaging relations between the two countries, Japan’s Transport Minister Seiji Maehara told reporters on Feb. 9. Maehara met with U.S. Ambassador John Roos the next day to discuss the issue.
Delays in addressing vehicle problems have led to worldwide criticism of the company and Japan, Mizuho Fukushima, Japan’s Minister in charge of consumer affairs, has said.
In addition to recalls related to unintended acceleration and brake problems with the third-generation Prius, Toyota is recalling 8,000 Tacoma pickups and about 7,000 Camrys. U.S. safety officials are reviewing Toyota’s Corolla, the world’s best-selling car.
Toyota is reviewing the power steering of the Corolla and will recall it if defects are found, Executive Vice President Shinichi Sasaki told reporters today.
Toyota has been investigating reports that Prius owners driving at low speeds on bumpy or icy roads may experience moments when the car continues to coast for about a second after the brakes are applied, because of the anti-lock brake system. The carmaker said it received complaints about Prius brakes through dealers starting in the last few months of 2009.

DIABETES DRUG STINKS, DOCTORS FIND


Jakarta Forum - Washington, The commonly used diabetes drug metformin stinks, literally, and this may explain why many patients stop taking it, U.S. doctors reported on Monday.

The drug smells like fish or dirty socks to some people and this could account for the well-known side effects of the drug, which can make people nauseated, they said.

But the problem could be solved by coating the pills so they do not smell or release the odor into the stomach, where it can be burped up, they wrote in a letter to the Annals of Internal Medicine.

"We wonder why this reaction to metformin has not been previously reported," Dr. Allen Pelletier of the Medical College of Georgia and colleagues wrote in a letter to the journal.

"Patients may report that metformin nauseates them but do not further elaborate or distinguish this as a visceral reaction to the smell of the medication."

They described two cases in detail.

The first had taken brand-name metformin (Glucophage, made by Bristol-Myers Squibb) for several years before being switched to an immediate release, generic version of metformin, which he refused to take.

"He reported that it smelled like `dead fish` and nauseated him," they wrote. An extended release generic version, coated to make it dissolve more slowly, solved the problem.

A second man refused to ever take metformin again, even coated formulations, they said.

"Our cases show that the distinctive odor of metformin (independent of other, well-known gastrointestinal adverse effects of the medication) causes patients to stop taking the drug," they wrote.

Doctors may simply think patients are having the other side-effects such as diarrhea, nausea and vomiting, flatulence, distention and abdominal pain, but the smell could make patients feel ill, Pelletier and colleagues said.

"Although reaction to the odor of metformin has not been reported in the medical literature, hundreds of postings to message boards on the Internet note the peculiar odor of the drug, which is also well known to pharmacists," they added.

"Trial of a film-coated, extended-release formulation may be a reasonable approach in such cases," they said.

Doctors often struggle to persuade patients to take their diabetes drugs as directed and this could be one easy fix, they said.

GOVT OPTIMIZING GEOTHERMAL ENERGY DEVELOPMENT IN EAST JAVA

Jakarta Forum - geothermal energy Surabaya, The government, in this case the East Java Investment Agency (BPM) is optimizing the geothermal energy rate in the province, in line with its renewable natural resource potential.

"This year we will try to utilize the geothermal energy content as a priority of the East Java BPM project," Head of the E Java BPM office Tutut Tri Herawati said here Monday.

The former Head of the East Java Energy and Mineral Resources Agency said that the province has 11 geothermal energy potential locations which could be optimized, of seven mountain ranges of the province.

"For instance in Pacitan, Ponorogo, Madiun, Mojokerto, Probolinggo, Sumenep, Banyuwangi, Bondowoso, and Situbondo," she added.

She believed that the government efforts of exploiting the energy potentials had been very low. Besides East Java, geothermal energy spots were also present in various other places in the country, two of which would soon be given a concession permit of the Ministry of Energy and Mineral Resources," she added.

Giving an example she said the area is located in the Arjuno-Welirang region in Mojokerto which had been estimated to hold energy reserves of 92 Megawatt Electric (MwE) .

"We believe that this year we would be able to start holding a tender for developing the potentials," she said.

"The issuance of the location permit for the Arjuno-Welirang area is the second project after the issuance of the permit for Ngebel-Wilis area in the Madiun-Ponorogo border region," she added.

Besides, the Ngebel-Wilis project had already been put in tender.

"If the Ngebel-Wilis energy content may have a greater potential reaching more than 120 MwE compared to the Arjuno-Welirang area," she said.

She is also optimistic that the geothermal energy explorations would be the best solution in anticipating energy limitations.

"And mey even support the increase in the development of geothermal energy development in Indonesia which is still low," she said.

According to data of the Ministry of Energy and Mineral Resources, geothermal energy development in Indonesia reached 1,000 MwE, this is cause for concern, considering Indonesia`s position as the biggest geothermal energy reserve in the world.

"Indonesia has 40 percent of the world geothermal energy reserves or 27,510 megawatts (MW), or 219 billion barrels of natural oil equivalent," she said.

EUROPEAN DEBT CRISIS GENERATING BENEFIT FOR RI : OBSERVER


Jakarta Forum - Jakarta, Economic observer Aviliani said the debt crisis happening in several European countries would generate certain benefits for Indonesia.

"The European crisis triggered by the swelling of debts in Greece and several other countries will even have a good effect on us as capital will flow into Indonesia," she said after a seminar held by ANTARA here on Monday.

She said in the next two years investment will flow to Indonesia as investors will feel more comfortable investing here.

"So now is the time to push development of our market and direct the funds flow not only into the capital market which is still limited but also into the real sector," she said.

She said it was time for companies that wished to come into the market to immediately issue their securities be they bonds or stocks.

"Now is the right time for us because investors are seeking a secure and profitable place," she said.

She said Indonesia was still profitable because its interest rates are still quite high while the reference BI rate was still around 6.5 percent.

She said the flow of funds into the country would make the rupiah more stable and the country`s economy in general more easy to control.

NIGERIA`S ACTING PRESIDENT BANS CONGRATULATIONS


Jakarta Forum - ABUJA, Acting President Goodluck Jonathan appealed to Nigerians on Monday to stop putting adverts in newspapers to congratulate him on his new role.

Such adverts are a common way for Nigerians to try to curry favour with new administrations in a West African country where patronage has often been the key to success and corruption is widespread.

"The Acting President has similarly placed a ban on solidarity visits," said a statement from Ima Niboro, Senior Special Assistant on Media and Publicity.

Jonathan assumed executive powers last week to fill a leadership vacuum in Africa`s most populous nation more than two months after President Umaru Yar`Adua was hospitalised in Saudi Arabia.

In his first national address, Jonathan said good governance, accountability and transparency were among his most important commitments.

Past Nigerian leaders have often failed to fulfil such promises.

"Dr. Jonathan restated the commitment of the administration to secure Nigeria`s path to greatness and guarantee our place among the great nations of the world in the shortest possible time," the statement said.

FOUR SURVIVE IN W SULAWESI`S CAPSIZED VESSEL


Jakarta Forum - Mamuju, W Sulawesi, Four capsized Kabir Jaya XI cargo ship`s crew members were found alive by a local fisherman on Sunday, a worker of West Sulawesi`s coastal radio station said.

The vessel`s crew members were rescued by Ambo Island`s fishermen after floating on the Makassar Strait waters for three days, Head of the Mamuju Coastal Radio Station Cahaya Hamal said here Monday.

The ill-fated ship loading oranges sank three days ago amid bad weather on its sailing from Sempo sub-district in West Sulawesi to a seaport in East Kalimantan Province port, he said.

The four survivors were identified as the 33-year-old captain, Sahabuddin; Amin (24), Masriadi (26) and Busman (19) -- all were crew members, Hamal said.

"They are all the residents of Luaor village in Pamboang sub-district, Majene regency, West Sulawesi Province," he said.

An Ambo Island`s fisherman, named Mette, found them floating on the Makassar Strait waters on Sunday. They were then evacuated to the island, he said.

"They will be returned to their families in Mamuju on Tuesday," he added.

UNHAS HOSPITAL CONDUCTS SYNTHETIC INSEMINATION

Jakarta Forum - Makassar, The hospital of Hasanuddin University (Unhas) which was dedicated by National Education Minister Muhammad Nur on Monday, will provide services not provided by dr Wahidin Sudirohusodo hospital.

Its services will include a Fertility Endocrine Reproductive Centre where synthetic fertilization takes place.

The Hasanuddin University Hospital, the university`s rector Prof Dr dr Idrus A Paturusi, said Sunday, provides a national education program to raise medical technology capacity in solving various difficult and complicated medical cases by research and medical services.

"This hospital will synergize with dr Wahidin Sudirohusodo hospital in providing medical services," the rector said.

He said the hospital will focus more on the diagnostic centre and hightech treatment by applying technology and sophisticated medical instruments and equipment and will also be used by students and hospital practitioners as their training center.

The dean of the medical faculty of the university Prof dr Irawan Yusuf said the hospital will also accept references from other hospitals in handling various medical problems which cannot be handled by other hospitals.

He said synthetic insemination, a cancer center, radio-therapy, immunotherapy, gen therapy, and others, like trauma center, neuro intervention centre (including early detection of brain abnormalities, stent installation, application of gamma knife, stem cells, and one day care.

As a training center, the hospital also focuses on research for medical science, and handling advanced medical cases.

Besides providing one day care facility for post surgical patients, the hospital also provides first and second class hospitalization, wile VIP hospitalization is given with cooperation of dr Wahidin Sudirohusodo hospital which as private wing facilities for VIP patients.

The two hospitals will in the future be mutually complementing in their medical services, especially in the eastern parts of Indonesia.

The Hassandin hospital is the implementation of a national program of the Ministry of National Education. A number of other training hospitals will also be opened at various universities in the country such as University of Indonesia, Gajah Mada University, Airlangga Universitas, and Hasanuddin University Hospital as the first training hospital in Indonesia.

The eight-floor hospital has a floor space of 17,000 square meters, and built in seven months for the first stage.

It is built by PT Pembangunan Perumahan at a total cost of Rp66 billion, not to mention sales tax and the contents of the building.

POLICE ARREST TWO BENDERA ACTIVISTS


Jakarta Forum - Jakarta, Jakarta police on Monday arrested two Bendera (People`s Democracy Fortress) activists, Mustar Bonaventura and Ferdi Simaun, for having allegedly defamed certain state officials and business people.

The National Police Headquarters` official spokesman, Insp Gen Edward Aritonang, said Monday night the two men were forcibly picked up after they had failed to meet two police summonses.

"Instead of sending them a third summons, we picked them up and brought them to the Jakarta police headquarters for questioning. Police investigators did this straightaway," he said.

To make the arrest , the police had had to send officers to Bandung, West Java, where the two activists happened to be earlier on Monday. "When officers were to take them to Jakarta, they did not resist," Edward said.

Edward said the two were suspects in the reported defamation of Edi Baskoro Yudhoyono, a politician from the Democrat Party and son of President Susilo Bambang Yudhoyono, Coordinating Minister for Political, Legal and Security Affairs Djoko Suyanto, Coordinating Minister for Economic Affairs Hatta Rajasa and Sports and Youth Affair Minister Andi Mallarangeng.

Three business people, Rizal Mallarangeng, Choel Mallarangeng and Siti Hartati Murdaya Poo had also reported the two actvisits to the police for defamation.

The state officials and business people had reported Mustar and Ferdi for having publicly claimed they had received part of the state funds to bail out troubled Bank Century.

CONTAMINATED FOOD KILLS ONE IN CIANJUR


Jakarta Forum - Cianjur, W Java, A Nagasari villager, in Leles suburb, West Java district of Cianjur died on Monday after consuming contaminated food and drink, the village head said.

The dead resident was Rohimah (60) but the contaminated food and drink were also consumed by 33 others. As a result, they got sick, Head of Nagasari village, Sa`dudin, said.

Due to the fact that the public health center was about five kilometers away from the village, the ailing sick victims were temporarily treated at a local resident`s house, he said.

Sa`dudin said the exact causes of the contamination of the food and drink that his people consumed were not scientifically tested.

Witnesses said the poisoning occurred when the villagers were having their afternoon meal at home, he said.

But, 34 of them suddenly got a headache and vomited. Rohimah died of the dehydration before having medical treatment.

Sa`dudin said he had asked the local paramedics to find the cause of the poisoning.

"For the time being, thirty three residents are being treated by several midwives and paramedics at a villager`s house," he said.

PERTAMINA READY TO RAISE NON-SUBSIDIZED LPG PRICE

Non-subsidized LPG in 12-kg cylinders

Jakarta Forum - Jakarta, State oil and gas firm PT Pertamina said on Monday it was ready to raise the price of non-subsidized liquefied petroleum gas (LPG) this year to reduce losses from the sale of the fuel.

The current price of non-subsidized LPG was far below its economic price, Pertamina marketing and commercial director Achmad Faisal said.

The economic price of LPG currently reached around Rp8,000 a kg, while the price of non-subsidized LPG in 12-kg cylinders was only Rp5,850 a kg, he said.

"This has made Pertamina suffer losses from the sales of non-subsidized LPG. We will raise the price merely to reduce the company`s losses," he said.

Last year Pertamina suffered a loss of Rp2.6 trillion from the sales of non-subsidized LPG.

The selling price of non-subsidized LPG in 12-kg cylinders currently reached Rp5,750 a kg, well below its production cost of Rp7,500-8,000 a kg, he said.

However, the company had yet to decide by how much and when exactly the price of non-subsidized LPG would be raised, he said.

"To be sure, the price will be raised in stages this year," he said.

Last year Pertamina planned to raise the price of non-subsidized LPG by Rp500 a kg every quarter. But the plan drew resistance from the public and parliament which asked the government to review it.

The price of non-subsidized LPG was later raised by Rp100 a kg.

With the increase, Pertamina last year suffered a loss of Rp2.6 trillion from the sales of non-subsidized LPG in 12-kg cylinders, Pertamina senior vice president for marketing and commerce Hanung Budya Yuktianta said.

Hanung said the planned gradual rise in the price of non-subsidized LPG would not cause inflation as was the case with the sales of non-subsidized fuel oils which fluctuated.

THREE NATIONAL SEAPORTS IN WEST SULAWESI COMPLETED


Jakarta Forum - Mamuju, The building of three national seaports in West Sulawesi province is entering its finishing touches and scheduled to operate this year.

Head of the Marine Affairs of the West Sulawesi Transportation Agency Nicholas Terrano said here Monday the three national seaports are located in Budong subdistrict, Mamuju regency and in Pasangkayu subdistrict, Mamuju Utara regency.

"The two national seaports, whose construction was started in 2008, have entered their finishing touches this year, and would soon go into operation," he said.

In the meantime, he said, one of the national seaports which had also been completed in January 2010, and ready for operation, is located in Silopo, Polewali Mandar regency. He said the three national seaports are each built at a cost of Rp10 billion taken from the State Budget in stages.

He said that with the operation of the three seaports the sea transportation infrastructure in the region will increase and ready to serve as cargo handling ports.

"Pelni ships of 1500 to 2500 tons capacity will be calling at the ports for transit from other areas like Makassar, Balikpapan, Manado, Palu, Surabya and Jakarta, and from some other areas," he said.

He also said that there will also be 1500-ton pioneering ships of the West Sulawesi administration and provided by the central government with funding from the state budget, to serve inter insular shipping to carry cargo and people.

STUDENT TEAMS TO PARTICIPATE IN `TRUST` COMPETITION IN PARIS


Jakarta Forum - Jakarta, An Indonesian student team is leaving for, France to participate in a business competition, "Trust", for the second time.

"The Indonesian students are not only good in holding a rally, but had also taken part in international events like this," Sports and Youth Affairs Minister Andi Malarangeng said after opening the final round of student team selection for Paris.

Some 26 student teams of 10 universities had passed the selection, but after a further selection only six teams remained, consisting two teams from the University of Indonesia (UI), two from the Bogor Institute of Agriculture (IPB) and one from Padjajaran University and the Bandung Institute of Technology (ITB).

The best team of five members would be selected for the business competition in the final selection, where the participants are playing a role in the board of directors of an international company.

In the seventh year of this activity they will compete with representatives from Belgium, China, Czech Republic, Poland, Romania, Russia, Turkey and the United States.

The participating teams are required to recommend creative solutions in a real business issues such as international market competition and sustainable company development.

In this competition, the students are also given the opportunity to put their ideas and practice not only profit orientation company management, but also to apply the principle of social responsibility to the community.

The Youth and Sports Minister also sent his appreciation for those who have positive activities for students and the youth.

Beside the `Trust` business competition that the Indonesian team has won last year, they also won two of three writing competitions at ASEAN level held in Singapore, said the Minister.

CAR EXPORTS IN 2010 EXPECTED TO REACH 80,000 UNITS : MINISTER


Jakarta Forum - Jakarta, Industry minister M.S. Hidayat predicted car exports in 2010 would reach 80,000, close to the 2008 figures.

"Car exports this year are predicted to be close to the figures of two years ago," he said at a meeting with members of the Association of Indonesian Automotive Industries (Gaikindo) here on Monday.

He said he had the optimism because the global market had started to recover after slowing down.

As it was known car exports in 2009 dropped steeply due to a world recession. "I am convinced this year it will turn around with exports predictably reaching around 80,000 units as global markets are starting to show signs of recovery," he said.

In 2008 the country`s car exports reached 100,000 units but later dropped sharply to around 55,000 following a global financial crisis.

Meanwhile, he said, the automotive industry and transport means in particular is one of the 10 big industries the government has relied on out of 30 industrial clusters already identified.

The government has relied on the automotive industry to help boost the growth of industrial sector until the next five years.

Jakarta Forum - Jakarta, A senior legislator here Monday concurred with former Malaysian prime minister Mahathir Muhammad`s view that Indonesia had the potentials to become "the seventh big power" in the world.

But Tjahjo Koemolo, chairman of the Indonesian Demcoracy Party-Struggle (PDIP) faction in the House of Representatives (DPR), also said to really achieve world power status, "we need a leader who is firm, consistent, and courageous in making decisions, and able to make changes. We also need to take stock again of the nation`s real potentials."

Speaking to reporters here Monday, Tjahjo said , with its large population and geopolitically strategic location in the Pacific, Indonesia indeed had the potentials of becoming "the `new giant" in the global arena of the third millennium.

"Indonesia`s strategic position, large population and enormous natural resources will be important assets in achieving world power status, if the state is managed properly," he said.

Indonesia`s large population - the fifth largest in the world - had made it a vast market for all sorts of goods so that it was understandable that many foreign quarters and countries considered Indonesia as a potential world power, he said.

What only needed to be done now, according to Tjahjo, was to support efforts to have a state management that was able to see all of the country`s potentials, and change the present development paradigm into one that was fully based on those potentials.

He said he hoped that in due course of time, a national leader would emerge who would refuse to be dictated by any foreign power and be able to establish a state management characterized by a nationalism based on the Pancasila and the 1945 Constitution.

Tjahjo also stressed the importance of once again taking stock of the country`s real potentials in order to be able to improve the nation`s human resources, laws and regulations.

"This is important so that the business and investment climates are legally guaranteed, and likewise is the implementation of simultaneous bureaucratic reforms to create a corruption-free and public-interest serving bureaucracy," he said.

In short, Tjahjo said, a total revolution was needed to accelerate the process towards Indonesia`s future position as a developed nation, independent economy, sovereign nation in all fields, especially in politics, ideology and law, as well as in cultural identity and in terms of international esteem.

BELGIAN TRAINS CRASH HEAD-ON, 20 KILLED - TV


Jakarta Forum - Brussels, Two trains crashed head-on outside Brussels on Monday, killing at least 20 people, officials and Belgian broadcaster VRT said.

The passenger trains collided near Halle, 15 km (9 miles) southwest of Brussels at around 8:30 a.m. (0730 GMT).

VRT quoted the mayor of Halle as saying 20 people had been killed, but local officials and the train line operator Infrabel were unable to immediately confirm that figure.

"There are indeed dead," an Infrabel spokesman said, but would not say how many.

Television pictures showed the two trains crushed against each other, their fronts raised into the air.

Train services, including the high-speed line between Brussels and Paris, have been suspended for the day.

The Indonesian currency traded Rp9,335-Rp9,345 per US dollar.

Investors were not that active in the money market as they were still monitoring the developments of the European Union`s plan to help the Greek financial crisis, according to Alfiansyah, a domestic money market analyst of PT Sinarmas Securities.

Besides, they also still enjoyed the holiday of the Chinese lunar new year, he said.

However, he believed that the local unit still had a chance to move upward again and might reach the level of Rp9,300 per US dollar.

RI`S REPRESENTATIVES IN ACWC TO BE APPOINTED SOON


Jakarta Forum - Jakarta, The government will soon appoint Indonesia`s representatives in the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) through a process to select the best candidates, a spokesperson said.

Each ASEAN member country will be represented by two persons in the commission, Sri Danti Anwar, deputy for gender affairs to the Wemen`s Empowerment Minister, said here Monday.

"A meeting (to select candidates for the positions) will be held on February 22-23," she said, adding the selection process would be conducted openly and transparently by a small committee consisting of relevant agencies including the Ministry of Foreign Affairs and Ministry of Law and Human Rights.

The meeting would also be participated in by the state ministry for women`s empowerment and children protection, Coordinating Ministry for People`s Welfare, Manpower and Transmigration Affairs Ministry, Social affairs Ministry and National Commission for Women Affairs and Commission for Indonesian Children Protection.

The government had opened registration for the post since the beginning of February for the selection of two Indonesian representatives in the ACWC, because each ASEAN member country was required to appoint two representatives, one of whom must have expertise in the field of women and the other one in the field of children.

The candidates for Indonesian representatives in the ACWC should meet certain criteria, namely be an Indonesian citizen, come from a government agency or non-governmental organization, be proficient in the English language, have deep understanding of the issues of women and children at national and international levels, as well as knowledge about ASEAN cooperation.

The candidates also must have moral integrity, be independent and have access to wide networks at national and international level, she said, adding registration of applicants would be closed on February 19.

ASEAN groups Brunei Darussalam, Cambodia, Indonesia, Malaysia, Myanmar, Laos, Singapore, Thailand, the Philippines, and Vietnam.

BANDUNG DISTRICT AGAIN INUNDATED AS CITARUM RIVER OVERFLOWS


Jakarta Forum - Bandung, West Java, The Citarum River overflowed again on Monday and inundated Baleendah, Dayeuhkolot, and Bojongsoang, Bandung District, West Java Province.

"Cieunteung has been inundated over the past tree weeks, and the floodwaters are continuing to rise. It seems the flooding season will this time last longer than usual," Jaja, neighborhood leader of Cieunteung, Baleendah, Bandung District, said here on Monday.

The Citarum at first overflowed causing a flood a few days ago which on Sunday had begun to subside but on Monday the river burst its banks again due to incessant downpours, he said.

The floodwaters which reached a height of between 50 cm and 150 cm, submerged at least 4,000 houses in Baleendah and Dayeuhkolot, and a number of roads.

Residents of Cipagalo village, Bojongsoang sub district, were forced to evacuate to higher ground as hundreds of houses in the area were inundated.

"We have fled our homes three times since the rainy season began because the floods are worse than before," Sulaeman, a Cipagalo inhabitant, said.

The Indonesian Red Cross (PMI) has set up public kitchens and provided rubber boats to help the flood victims.

The Mekarsari elementary school at Cieunteung also stood in one-meter-deep floodwater, forcing students to move their class activities to a village hall. The school which is located near a Citarum river bank has been inundated condition for the past two weeks.

Meanwhile, floods affected seven villages in Cilacap district, Central Java, on Sunday following incessant rains since Saturday evening.

The villages were always flooded in the rainy season as they were located in a low-lying area, chief of the Cilacap district natural disaster mitigation board Dangir Mulyadi said.

The seven flooded-villages were Tegalsari, Gunungreja, Sidareja, Sidamulya, Tinggarjaya, Sudagaran and Ciklapa. They are located in the subdistricts of Sidareja and Kedungreja.

Indonesia is now in the rainy season which has triggered floods in many parts of the country including Jakarta, Jambi (Sumatra), Pandeglang (Banten Province), Bandung and Kerawang (West Java), West Sumatra, South Sumatra Province, South Sulawesi, and Kudus (Central Java).

STAR ENERGY EARNS $350 MILLION FROM BOND ISSUANCE


Jakarta Forum - Jakarta, Star Energy Geothermal Ltd announced on Monday it had obtained US$350 million in extra funds from the issuance of bonds last Friday.

The amount was 2.85 times higher than the company`s projection, Star Energy Chief Executive Officer and Managing Director Bret Mattes said.

He said 44 percent of the bonds was sold in the Asian market, 40 percent in the American market and the rest in the European market.

"Barclays Capital, Nomura and Standard Chartered Bank are among the main banks helping sell the bonds in the Hong Kong, Singapore, London and the United States markets," he said.

Star Energy Geothermal is one of the largest geothermal electricity producers in Indonesia, with exclusive rights to exploit and utilize geothermal resources at the Wayang Windu geothermal field in West Java.

The geothermal field has the capacity to generate up to 217 megawatts of electricity.

SIX KILLED IN HEAVY RAIN IN MECCA

Jakarta Forum - Riyadh, A family of six died when the wall of a soccer stadium collapsed onto their home in heavy rain in Mecca, a diplomat said on Monday.

"The preliminary information we have is that a Bangladeshi couple and four of their children died," a Bangladeshi diplomat told Reuters from the Red Sea port city of Jeddah.

"We are trying to confirm their identities," he added.

Heavy rain over Mecca started on Saturday and submerged some districts in Islam`s holiest city, Saudi state media reported. The rain raised fears of a repeat of floods in Jeddah in November that killed almost 130 people.

TRADE MINISTER INSPECTS SEAWEED FARMS IN SUMBAWA


Jakarta Forum - Mataram, Trade Minister Mari Elka Pangestu inspected a seaweed cultivation location on Sumbawa island, West Nusa Tenggara (NTB), on Monday.

On the occasion the minister was accompanied by NTB Governor Zainul Majdi.

"We want to obtain first hand information about the cultivation of seaweed as a commerically promising commodity in West Nusa Tenggara," Pangestu said before leaving Mataram for Sumbawa island to inspect the seaweed farms on Monday.

She said her inspection of seaweed cultivation activity in Sumbawa island had to do with the government`s efforts to reach national sugar, rice, and meat self-sufficiency in 2014.

"We are keenly interested in NTB`s commercially promising commodities, especially in Sumbawa island, and therefore we would like to have first hand information about it," Pangestu said.

Before leaving for Sumbawa island, the trade minister had a coordination meeting with Governor Zainul Majdi at his office in Mataram.

After the meeting, Pangestu said the government would soon revitalize existing warehouses where various vital commodities could be kept to protect their economic value.

"The government deems it necessary to revitalize existing warehouses as soon as possible so that the economic value of premier commodities can be preserved," Pangestu said.

At the coordination meeting, Governor Zainul Majdi explained the potentials of the province`s premier commodities and the local government`s effort to optimize the region`s capacity to produce them.

Governor Zainul Majdi explained that West Nusa Tenggara had commercially viable commodities in the agriculture, fisheries, maritime, mining and tourism sectors.

Commenting on the governor`s explanations, the trade minister said she was pleased and satisfied with the province`s efforts to maintain it capacity to produce premier commodities and expressed hope that they would be managed optimally for the local people`s welfare.

"At the coordination meeting, I told the West Nusa Tenggara governor to protect the economic value of the commodities, warehouses in the region should be revitalized and the commodity prices should be kept stable ," Pangestu said.

She said government-owned warehouses managed by the State Logistics Agency (Bulog) and regional administrations would be revitalized during the next three year to stockpil;e commercially promising commodities.

Jakarta Forum - Ambon, Central Maluku needs an inter-insular port to speed up the local economic growth, Ambon Mayor Jopi Papilaya said here on Monday.

Therefore, Papilaya has proposed it to Transportation Minister Fredy Numberi to have an inter-insular port constructed at Leihitu subdistrict in Central Maluku to overcome population density in Ambon city.

"I extended the proposal to the transportation minister when attending the World Peace Day in Ambon on November 25, 2009 and he suggested that I coordinate it with Maluku provincial administration," Papilaya said.

He said the facility was needed to anticipate sea accident when ships heading to Yos Sudarso port in Ambon have to pass rough sea between Capes Alang and Nusaniwe.

Therefore the Ambon mayor has proposed to construct an inter-insular port in Leihitu, to open a new economic centers at Passo village in Baguala subdistrict and other strategic areas.

"We also push for the realization of water front city (WFC) which has been agreed by Maritime Affairs and Fisheries Ministry," Papilaya said.

Meanwhile, Maluku deputy Governor Said Assagaff was of the opinion that Papilaya had a strategic proposal and if it was realized, it would support the provincial administration program to build satellite town at Telaga Kodok village in Leihitu subdistrict.

"We fully support such a strategic program and ask Maluku transportation office to follow it up with the transportation minister," Assagaff said.

N SUMATRA`S RUBBER EXPORTS PLUNGE LAST YEAR


Jakarta Forum - Medan, North Sumatra`s rubber and rubber product exports last year plunged 38.42 percent to US$1.183 billion from US$1.921 billion the year before because of the global crisis, a spokesman said.

"In 2009 rubber and rubber product exports plunged to US$1.183 billion. Foreign exchange earnings from rubber and rubber product exports fell on declining demand as a result of the global crisis," head of the North Sumatra provincial statistics office Alimuddin Sidabalok said here on Sunday.

He expressed hope rubber and rubber product exports in 2010 would return to the pre-crisis level and even increase so that the province`s foreign exchange earnings would increase too.

He said rubber exports showed signs of increase in the past few months of 2009.

Overall, the province`s foreign exchange earnings in 2009 fell 30.13 percent to US$6.471 billion from the year before.

North Sumatra is Indonesia`s main rubber producing province.

HOUSE COMMISSION SELECTS SUPREME JUSTICE CANDIDATES


Jakarta Forum - Jakarta, Feb 14 (ANTARA) - Commission III of the House of Representatives will hold a fit and proper test of the 21 supreme justice candidates after passing an administrative test at the Judicial Commission starting from Monday (Feb 15).

The House Commission III chairman Benny K Harman said in Jakarta Sunday this time the selection of chief justices will be those of high quality with a vision and mission, as well as high integrity and commitment to build the judicial institution.

"The ways of selection will also be different from the previous one," Benny K Harman said.

He said by applying quality requirements, it is hoped the elected supreme court judges would meet the people`s hopes and aspirations of bringing improvements to the existing legal institutions and eradicating practices of law mafia.

Deputy chairman of House Commission III Azis Syamsuddin said the names of the 21 prospective chief justices had already been received by the leadership of the Judicial Commission last week after they passed the administrative selection.

The 15 candidates are career judges, and six are non-career judges.

He said in the first stage of the selection applied by Commission III, the candidates are required to make their vision and mission in writing which will later be submitted to members of the House Commission III.

"This pattern is a breakthrough of Commission III to see how far the candidates have a vision and mission, as well as commitment to law enforcement," he said.

He said that under Law No.3 of 2009 on the Supreme Court, the House of Representatives will choose not more than one third of the total number of candidates, namely seven.

The selection will be conducted by Commission III for four days until Thursday (Feb 18).

The 21 supreme justice candidates who will be undergoing the fit and proper test at Commission III are:

TELKOM PROJECTS ENTIRE SUMATRA COVERED BY INTERNET IN 2010



Jakarta Forum - Bandung, State telecommunications company PT Telkom Indonesia (Tbk) has projected that all regencies in Sumatra will be covered by the Internet this year.

"Right now some regency capitals are not yet covered by the Internet," Deputy Executive General Manager of DCS Telkom for the Western Region Sukardi Silalahi said here Sunday.

In the meantime, all capitals down to subdistricts in West Java had already been covered by the Internet. At least each regency capital must be covered by the Internet.

After Sumatra, a similar program will be continued for Kalimantan, Maluku, Papua and the other eastern regions.

EMPOWERMENT OF INDONESIAN DEFENSE INDUSTRIES ATTRACTS OTHER COUNTRIES


Jakarta Forum - Jakarta, The commitment of the Indonesian government to use locally made weaponry will directly strengthen domestic defense industries and lure other countries to the country`s defense equipment.

This is among others apparent from Malaysian order for several products of the main weaponry system manufactured by the Indonesian defense industries, the director of the national aircraft manufacturing company PT. Dirgantara Indonesia (PT.DI), Budi Wiraskito said in Bandung recently.

Malaysia has reportedly placed an order on the Indonesian manufacturers for six aircraft and bought 32 armored vehicles from PT. Pindad.

Two other countries, Qatar and the United Arab Emirates (UAE), were also interested in buying CN-235 anti submarine planes, Budi said, adding that Qatar had already expressed its wish to make the purchases.

It seems that the government`s strong commitment has contributed to the survival of Indonesia`s defense industries, Said Nizar, an expert on international law at the Hasanuddin Unversity, said in response to the army`s commitment to use locally manufactured main weaponry system (Alutsista).

According to him, the government`s commitment to use locally made weapons would certainly accelerate the growth of the domestic defense industries such as PT. DI (aircraft manufacturer), PT. PAL (shipbuilding), PT. Pindad (armored vehicles, tanks, rockets and various other arms), and other relevant companies.

In response to the government`s commitment, Chairman of Commission I of the House of Representatives Kemal Aziz Stamboel said Indonesia should gradually reduce its dependence on imported arms and defense equipment by revitalizing its domestic defense industries.

The procurement of national weaponry system for the defense forces needs to be based on the products of local defense industries, he said.

"This is relevant to the plan of defense ministry in the procurement of weapons focusing on locally manufactured products," Kemal who is a member of the Prosperous Justice Party Faction said over the weekend.

Thus, he added, intensive efforts to strengthen state-owned defense industries are badly needed. "We hope that there will be an effective synchronization of the existing forces in long- and short-term plans in the procurement of weaponry system for the defense forces," he said.

Earlier, Army Chief of Staff Gen George Toisutta confirmed that the army was committed to using domestically made main weaponry system.

"Whatever the risks, we must place priority on locally made hardware," he said after installing the Bukit Barisan regional military commander, Maj Gen M. Noer Muis.

George even stressed that he did not want to depend on foreign-made weapons in strengthening the army`s weaponry system, because they could any time be subjected to an embargo.

"If an embargo is imposed on us, we cannot move," he said, adding that Indonesia had unpleasant experiences of arms embargoes.

As a consequence of the embargoes, the weaponry system of the national defense forces which had to maintain the sovereignty of the country will become weak, he said, reiterating the army was determined to use locally made arms.

In the meantime, Purnomo Yusgiantoro was reported to have acted fast after being installed as defense minister by conducting a series of workshops aimed at revitalizing Indonesia`s strategic industries, to allay public doubts about his capabilities to handle the defense portfolio.

The workshops were successful, as for the first time all the stakeholders were assembled at one place and discussed all their problems.

First, the Indonesian Military (TNI) and the National Police, the main users of domestically-made weaponry, outlined on Nov. 18, 2009, their projected needs.

Based on these requirements, the defense industries then presented on Nov. 24, 2009, their options based on their current capabilities and needs.

After the end-users and producers had presented what they need and what they can do, a discussion on the financial side was held with Finance Minister Sri Mulyani and national bankers presenting their thoughts and ideas.

These presentations have created a complex and complete map of the position of the stakeholders.

The end-users, for example, complained that the products were not reliable, especially with regard to timely delivery and quality.

The producers lamented the fact that there were not enough orders to sustain an economical production due to the small quantities of products being ordered as well as the government`s lack of support by preferring to use foreign suppliers.

PT Pindad President Director Adik Avianto Soedarsono, for example, expected the government to integrate its procurement program into a continuous policy so that the defense companies could better plan their production cycles.

"Most procurements are made at such short notice that they are prone to delays," he told the meeting.

Domestic financiers also questioned the government`s commitment and guarantee before the banks could channel funds to arms makers.

Purnomo admitted the domestic strategic industries, especially those producing the weapons system, still had to work on improving the quality of its products, secured timely delivery, after sales service and spare parts.

He also said the strategic industries would be expected to spur the whole national industrial sector by providing parts and components in the supply chain feeding the defense industries.

Indonesia has been under a US and UK-led arms embargo by Western countries for alleged human rights abuses.

This has revived dreams of an indigenous defense industry especially with current production capabilities, which range from transport vessels and aircraft, armored personnel carriers to small-caliber firearms.

PT Dirgantara Indonesia (PT DI), for example, is producing medium CN-235 and light NC-212 Aviocar transport aircraft in cooperation with the Spanish aerospace firm CASA EADS.

PT Pindad has moved from licensed production of SS-1 assault rifles of the Belgian company FNC to its own design of SS-2 assault rifles, which are said to combine the accuracy of the American M-16 with the reliability of the notorious Russian AK-47.

State shipbuilder PT PAL Indonesia has just delivered two landing platform docks (LPDs) to the Indonesian Navy.

The two LPDs were part of a contract of four LPDs with a South Korean company that agreed to have PT PAL build two LPDs as its sub-contractor.

PT PAL has also submitted various designs, from 60-meter offshore patrol vessels to helicopter carriers, based on its 50,000-ton cargo vessels.

THREE REGIONAL POLICE CHIEFS REPLACED


Jakarta Forum - Jakarta, Indonesian Chief of Police General Bambang Hendarso Danuri said in Jakarta Sunday he has replaced three regional police chiefs and transferred dozens police generals and high-ranking officers.

National Police Spokesman Inspector General Edward Aritonang said that under decision of the police chief No 119/II/2010 dated February 14, 2009, the three replaced police generals were in charge of North Sumatra, Banten and East Nusa Tenggara.

"Some had been replaced because of retirement, while the others for "refreshing"," he said.

He said North Sumatra Police Chief Inspector General Badrootin Haiti was replaced by Inspector General Oegroseno, who was in charge of the professional and security division.

Badrootin will be in charge of the legal affairs development division held by Inspector General Budi Gunawan.

Budi will assume the position of the professional and security division chief.

In the meantime, Banten regional police chief Brigadier General Rumiah Kertoredjo had been replaced by Senior Commissioner Agus Kusnaedi, who was North Maluku Deputy Police Chief.

Rumiah, the first woman regional police chief in Indonesia`s police history, is entering retirement.

East Nusa Tenggara Police Chief Brigadier General Bambang Suedi was replaced by Senior Commissioner Yorry Worray, while his predecessor will be entering retirement, and Yorry was staff at the police general supervisory inspectorate.

"Besides transferring regional police chiefs, the police chief also did the same on a total of 91 other police generals and high-ranking officers. Most of the transferees are entering retirement," he said.

"We will stage art performances in several countries starting this September," said the leading theater performer who is also a famous director, Garin Nugroho, said in Jakarta Saturday.

The art performance is adapted from his musical movie "Opera Jawa", and stage in the Netherlands to Switzerland, Nugroho explained.

To get a maximum response from overseas audiences, members of the troupe have been engaged in rehearsals since the beginning of 2010, he said.

In focusing on the art performance, the famous director often away from his family, especially on Valentine`s Day today, Nugroho had to leave for Solo, Central Java, for a rehearsal.

The director who have often received international awards also mentioned that he decided to leave the film industry in 2010 to focus on overseas performances.

"I`m taking a leave in making films because I want to focus on the `opera Jawa` international performance, and will return to the film industry in 2011," he said.

Jakarta Forum - RIYADH, Heavy rainfalls over Mecca on Saturday submerged some districts and streets in Islam`s holiest city, Saudi media reported, raising fears of a repeat of deadly floods in a neighbouring city in November.

State-owned Al-Ekhbariya television channel showed a few pilgrims praying on wet white-marbled floors of the Grand Mosque while others walked around the cubic-shaped Kaaba dome at its centre.

Mecca`s location at the heart of a mountainous desert valley makes it vulnerable to flash floods that can be caused by unusually strong rainfalls. The Kaaba had to be repaired several times in the past after being damaged by floods.

The rainfalls coincide with the spring school break which started on Thursday and usually attracts thousands of visitors especially from Saudi Arabia.

While rains are rare in the desert kingdom, about 130 people were killed in November at the height of the haj season after heavy rainfalls over the city of Jeddah, about 50 miles (80 km) west of Mecca, caused floods that also damaged hundreds of properties due to the city`s poor sewage system.

Abdallah al-Jeddawi, from the Saudi civil defence, told al-Ekhbariya that no floods had been reported in Mecca.

"Conditions remain reassuring. Some streets and districts (in Mecca) did get submerged with water," he said without giving more details.

Saudi Al-Hayat newspaper`s online news service said civil defence was working to rescue 30 people who were stranded in their cars in Mecca.

MANY GROUPS REJECT VALENTINE`S DAY CELEBRATIONS

Jakarta Forum - Jakarta, Although many parties have rejected Valentine`s Day celebrations on February 14, 2010 or Sunday in Indonesia, other elements, however, try to make use of the day for certain purposes.

The rejection among others came the local branch of the Council of Indonesian Ulema (MUI) of Pamekasan, East Java province, MUI of Bangka district in Bangka Belitung province, chairman of Nahdlatul Ulama (NU) Aceh province chapter, students in Riau and Sukabumi district, West Java province.

Nahdlatul Ulama is the largest Muslim organization in Indonesia.

The local branch of the Council of Indonesian Ulema (MUI) in Pamekasan has called on the Muslim community to refrain from doing anything to observe Valentine`s Day, saying it was not a Muslim tradition.

The clerical organization issued the call because in past years certain segments of the population in Pamekasan had taken part in activities to celebrate the day and engaged in improper activities.

"After all, Valentine`s Day is not an Islamic tradition," KH Lailurrahman, chairman of the MUI`s Pamekasan branch, said here on last Thursday.

"Also, Valentine`s Day celebrations tend to be marked by frivolous, extragavant behavior or even improper activities," he said.

He said, filling one`s life with love was actually in accordance with Allah`s command. But Valentine`s Day which falls on February 14 had pagan connotations, and therefore celebrating it would be a deviation from the Islamic faith.

In Indonesia, the day is mainly observed among the younger generation of certain population groups in urban centers.

But KH Lailurrahman said when one studied the origin of Valentine`s Day, it would become obvious it had nothing to do at all with Islam and Islamic cultural values.

"So, it is only proper for MUI to forbid Muslim youths to observe the day," he said.

In Pekanbaru, Riau provice, more than one hundred students from various schools grouped in the Islamic Students of Pekanbaru rallied against the celebration of Valentine`s Day here on Saturday.

The students conducted the rally after school hours by parading which ended at the Radio Republic Indonesia station on Jalan Jenderal Sudirman.

Along the way they callled on Moslems in particular the younger generation in Riau not to participate in the celebration because the tradition is against the Islamic teachings.

"The Velentine tradition is not found in the Islamic teachings and therefore we as Islamic students call on all Moslems not to participate in the celebration," Hasan Ikhlas said in his oration.

He said the celebration tended to lead to free-sex behavior not recognized in Islam.

"Moslems must not be provoked by the celebration because according to history the day is the time for offering to gods after men and women conduct a free-sex party," he said.

Irsan who spoke at the oration at the Radio Republic Indonesia station, which was also reported by the state radio also called on mass media not to report the celebration massively.

"We hope mass media both electronic and print would not blow it up as it would affect the faith of the younger Islamic generation in the country," he said.

After conducting orations the students dispersed orderly under police guard.

In addition, the city administration of Gorontalo in northern part of Sulawesi province also banned people especialy younger ones to celebrate the valentine day.

"The city admistration will not allow people especially teenagers to hold entertainment on the valentine`s day," head of the city development affairs division, Deddy Kadullah said last Tuesday.

Valentine`s Day celebration is not a moment that must be implemented, so the government could prohibit the public to celebrate it, he disclosed.

"Valentine`s Day celebrations can be said as illegal ones, so we have the authority to dissolve all forms of activities associated with the celebrations," the official said.

On the other hand, the Manado city administration also in North Sulawesi, will conduct mass marriage for a total of 1,267 couples on Valentine`s Day.

Head of the Population and Civil Registration division of Manado city administration, Steven E. Liow said in the city on Saturday that the mass marriage is a form of government attention and concern to the residents, in order to obtain marriage certificates for free.

Participants of the mass wedding are new couples and the couples who have children but they did not legally get married as husband and wife because they had no marriage certificates.

"We will provide marriage certificates and family cards, the Christian couples get marriage certificates from the church, and the Islamic marriage certificates can be obtained from the Office of Religious Affairs (KUA)," he said.

In the meantime, hotels in Makassar city in South Sulawesi province began to prepare a number of interesting programs for Valentine`s day.

Jakarta Forum - Yogyakarta, Tourism operators in Yogyakarta have welcomed US President Barack Obama`s plan to include their region in the itinerary of his visit in Indonesia next month.

"We consider it very positive as it will certainly help increase foreign tourists` interest in the region," the head of Yogyakarta Public Relations Community (Kapurel), Dedy Pranowo Wiryanto, said here on Saturday.

He said President Obama`s visit to the central Javanese old city would be historically remarkable in that a president of a big country like the US would take an opportunity to enjoy one of the world`s wonders, namely the ancient Borobudur Temple in Central Java.

"We hope the visit of President Obama and his family as well as other US officials to Yogyakarta would not be seen from a political prespective only but should also be seen as a reflection of Obama`s statesmanship," he siad.

He said he hoped no demonstrations would occur during Obama`s visit in the region because it would be very useful and promote the country`s tourism.

So far, there was no surge in the number of foreign tourists coming to Yogyakarta ahead of President Obama`s visit on March 22, he said but he was optimistic it would occur after the visit.

"The visit will certainly have an impact on tourism in Indonesia although it will not happen at once," he said.

S SULAWESI SEA FISH EXPORTS UP 150 PERCENT

Jakarta Forum - Makassar, S Sulawesi, Exports of fresh sea fish from South Sulawesi province doubled in 2009 reaching 4,280.8 tons from 1,612.4 tons recorded last year.

"The export volume in the fishery sector increased significantly in 2009," the head of foreign trade affairs of the local trade and industry service, Achmad Habib, said here on Saturday.

He said the rise in the fresh fish exports in the year increased the value of fresh fish exports to more than US$14 million.

In 2008 fresh sea fish exports from the region only reached US$10.5 million. They went to a number of countries in Asia as well as Europe such as Singapore, Japan, Germany and also the US.

Achmad said the value and volume of seaweed exports from the region also rose in 2009.

In 2009 total seaweed exports from the region were recorded at 20, 241,733 tons rising from 12,946,276 tons in 2008.

The 2009 exports were valued at US$17.6 million up a little from US$16.7 million in 2009.

"The two export commodities from the fishery sector are main contributors to the total value of exports from the region after nickel, cacao and shrimp," he said.

Jakarta Forum - Garut, W Java, West Java Governor Ahmad Heryawan said geothermal potentials in the province could generate up to 6,000 electric MW, accounting for 20 percent of the country`s total geothermal potential.

Total geothermal potential in Indonesia meanwhile make up 20 percent of the world`s total potential, he said to ANTARA during his inspection on a geothermal field developed by PT Chevron Geothermal Indonesia in Darajat village in the subdistrict of Pasirwangi, Garut.

He said of the total 6,000 MW potential at 40 locations only 1,200 MW had so far been exploited.

In the near future there would be a signing of work contracts for three locations that would speed up exploration and eventually exploitation, he said.

The project had been made a program and with the implementation it was hoped all people in the province would be able to enjoy electricity.

The geothermal project in Garut covers an area of 5,000 hectares located at the height of 1,700 to 2,00 above sea level with temperature between five and 25 degrees Celcius and an average rainfall of 2,400 mm a year.

The project was started in 1976 with drilling followed by the signing of a contract in 1984 and the operation of Darajat I generator with a capacity of 55 MW in 1994. It now has three units of generators with a capacity of 259 MW. (H-YH/a/HAJM/B003) 2. 19:15.

OBAMA NAMES U.S. ENVOY TO MUSLIM WORLD BODY

Jakarta Forum - Doha, U.S. President Barack Obama said on Saturday he was naming a special envoy to a top Islamic body to further Washington`s cooperation with the Muslim world.

Obama told a U.S.-Islamic World Forum in the Qatari capital Doha in a recorded video message that he was naming White House official Rashad Hussain as special envoy to the 56-member Organisation of the Islamic Conference.

"As an accomplished lawyer and a close and trusted member of my White House staff, Rashad has played a key role in developing the partnerships I called for in Cairo," Obama said.

In a speech in Cairo last June, Obama called for a "new beginning" in ties between the United States and Muslims, many of whom felt targeted by the "war on terror" launched by President George W. Bush after the Sept. 11, 2001 attacks, and by the wars in Afghanistan and Iraq.

"Since then, my administration has made a sustained effort to listen. We`ve held thousands of events and town halls ...in the United States and around the world ... And I look forward to continuing the dialogue during my visit to Indonesia next month," Obama said.

Obama told Muslims in his June 4 speech in Cairo that violent extremists had exploited tensions between Muslims and the West and that Islam was not part of the problem.

His speech was welcomed by many Muslims, though some said they wanted him to spell out specific actions to resolve long-running problems like the Palestinian-Israeli conflict.

"And as a hafiz of the Koran, (Hussain) is a respected member of the American Muslim community, and I thank him for carrying forward this important work," Obama said in his message to the Doha meeting, using the term for someone who has mastered and memorised the Muslim holy book.

Hussain was named deputy associate counsel to Obama in January 2009. He has served as a trial attorney at the U.S. Department of Justice and as assistant on the House Judiciary Committee, where he reviewed legislation such as the USA Patriot Act.

Hussain, who has a master`s degree in public administration and in Arabic and Islamic studies from Harvard University, graduated from Yale Law School, where he served as an editor of the Yale Law Journal.
